Measurement of Societal Resilience in the Baltic States and Presentation of the Results

On 11 April 2025, the Latvian Transatlantic Organisation presented the results of a Baltic-wide societal resilience study. This initiative has become an annual activity implemented by LATO in cooperation with the Estonian National Centre for Defence and Security Awareness and Vilnius University, ensuring the collection of scientifically grounded, longitudinal data on societal resilience in the region.
The project aimed to support evidence-based policymaking in crisis management and comprehensive national defence. The study was conducted in October – November 2024 using an internationally validated methodology, with 2,000 respondents surveyed in Latvia.
The research examined individual, community, and societal resilience, as well as threat perceptions and attitudes towards crises. Based on the findings, an analytical report with policy recommendations was developed to strengthen preparedness, crisis communication, and public engagement.
The presentation brought together more than 80 participants from government, academia, media, and civil society, fostering dialogue and supporting the integration of recommendations into policymaking processes.
The project was supported by the State Chancellery of Latvia and the Konrad-Adenauer-Stiftung in the Baltic states.
