Project “Comprehensive National Defence: The Latvian Experience”
From 1 January to 31 May 2025, LATO implemented the project “Comprehensive National Defence: The Latvian Experience”, aimed at strengthening Latvia’s comprehensive national defence and societal resilience by combining research, policy dialogue, public engagement, and international visibility. At its core was an evidence-based approach, drawing on lessons learned from the war in Ukraine to develop practical solutions for strengthening Latvia’s security and crisis management capacity, while positioning Latvia as one of the regional leaders in resilience policy.
The project included a Baltic-wide study on societal resilience, the development of an analytical report with policy recommendations, as well as the publication of analytical articles on societal preparedness for crises and Latvia’s experience in comprehensive defence.
A significant part of the project focused on public outreach through a multi-channel communication campaign across national media and social media, reaching more than 16,000 users. This contributed to strengthening public understanding of comprehensive defence and individual responsibility in crisis situations.
The project also developed and tested an innovative crisis management simulation and board game, which has been used in several municipalities across Latvia and serves as a sustainable tool for strengthening societal preparedness.
